Someone is pretending to be the social security admin. They are not. It is a phony request. SSA will only do business in person or by official mail.

Said my social security number had been used fraudulently at the Texas border on a recording. Told me to press 1 to talk to an agent. When I pressed 1, someone said 'hello' but didn't say anything else. I said you should know what this is about; you called me. When I said I thought this seemed like a scam. They hung up.
